xc Proposed Rule Changes At WISSOTA 2013 Annual Meeting

ST. CLOUD, MN: WISSOTA Auto Racing has released its annual meeting agenda for 2013 and the following administrative procedures and car rules will be disussed for potential changes when the members of WISSOTA meet November 7-9 at the Kelly Inn in St Cloud, MN.

There are 87 proposed car rule changes along with 15 proposed administrative changes.

The source for each potential change is indicated in the list below.

All tracks in attendance will have an opportunity to participate in the discussions of these proposed rule and policy changes and all tracks will have a vote on each item for the classes which they sanction weekly.

Proposed Administrative Changes:

Board Recommendations
• Confiscated illegal parts disposal
• The Board requests the approval to establish other sanctioned classes to enhance the driver pool and the future of WISSOTA.
• Implement a $250 fine for any track which does not attend mandatory Speednet webinars.

Track Recommendations:
• Eliminate Throw Out Night (Princeton, Red River Co-op, Norman County, Buffalo River, Dakota State Fair, Ogilvie, Bemidji, I-94, Southwest, Red Cedar, Eagle Valley, Chateau)
• Increase claim amount (Norman County, Princeton)
• Implement criteria for specials after Labor Day (River Cities)
• Eliminate silent protest/increase amount (Norman County, Red Cedar)
• WISSOTA employed techs (Norman County)
• End track points Wednesday before Labor Day (Granite City)
• End track points Tuesday before Labor Day (Jamestown)
• Standardize jump start/penalty rule; highly recommended (Granite City)
• Standardize SF and DF restarts; highly recommended (Granite City)
• Pay all fines directly to WISSOTA office; highly recommended (Ogilvie)
• Purchase all licenses online; highly recommended (Ogilvie)
• Write down procedure for engine protest start to finish (Bemidji)

Proposed Car Class Rule Changes

Mod Fours:
Tech Committee &_Board Recommendations
• Allow number anywhere on side of car-same dimensions as now
• No suspension covers allowed
• Allow aftermarket plastic molded roofs
• Bottom end engine protest fee should be doubled
• No Bee hive/conical valve springs allowed
Track Recommendations
• Add 100 pounds to the minimum weight to make it 1,750 (Granite City, Buffalo River)
• Pump race gas only (Granite City)
• Allow 4412 500 cfm Holley with restrictor plate (Norman County, Buffalo River)
• Allow inexpensive aftermarket connecting rods (Norman County)
• Eliminate rule 1.C – unnecessary (Buffalo River)
• Eliminate rule 1.D. The top hip bar should be the same height as the top of the door panel.
• Rule 2.G. Currently the last sentence of rule reads: The max deck height is 38” measured up from ground. Proposal to add “when sitting static at ride height with driver in seat.”
• Rule 2.N. Currently reads: Front nose piece shall have a max. width at any point of 36” and the nosepiece and fins can be no further back than the front of the radiator. Add “and must be built inside of the front bumper-front and sides.”
• Rule 4.B. Allow Rack & Pinion adapter bushings for the new style racks to prevent them from breaking so easily.
• Diagram M4-2. Rear spoiler drawing reads 6” max. material, but should read 5” max. material above the deck.

Street Stocks:

• Allow aftermarket rods and crankshafts (KRA, Madison, Red Cedar, Granite City)
• Spec headers on engines using EQ cylinder heads (Ogilvie, Red Cedar, Granite City)
• Allow a spec aluminum intake (KRA, Madison, Viking)
• Reduce minimum weight (Eagle Valley)
• Eliminate all exotic fuels (Eagle Valley)
• Allow steering quickeners (Red Cedar)

Midwest Modifieds:

• No suspension covers allowed
• Allow aftermarket plastic molded roofs
• Bottom end engine protest fee should be doubled
• Required the same lower a-arms and spindles side to side
• Implement a 6800 rev limiter chip rule
• Both rear sail panels/roof posts must be the same side to side
Track Recommendations
• Open transmission rule (Norman Co., RRCS, Red Cedar, Princeton, Viking, Ogilvie, Granite City, Hibbing, Jamestown, Buffalo River, AMSOIL)
• Eliminate the claim rule (Ogilvie, Granite City, AMSOIL)
• Allow aftermarket rods and crankshafts (KRA, Madison, Jamestown, Princeton, Buffalo River)
• Allow crate motor (Norman County, Buffalo River, Electric City, Eagle Valley)
• Allow spec aluminum intakes (KRA, Madison)
• Limit headers; no Tri Y’s, crossovers etc. (Buffalo River)
• Allow aluminum cross shaft on front upper A arms (Buffalo River)
• No CHP fuel allowed (Eagle Valley, Red Cedar)
• Add a shock claim rule of $500 (Red Cedar)

Super Stocks:

• Eliminate all exotic fuels (Eagle Valley)
• Allow a 5” spoiler (Princeton, Granite City, Viking, AMSOIL)
• Reduce weight by 200 pounds (Ogilvie, Eagle Valley)
• Allow after market rods and crankshafts (KRA, Madison)
• Allow spec aluminum intakes (KRA, Madison)
• No Schrader or bladder style valves allowed on shocks, no clicker shocks, no bulb top shocks allowed, and rear shocks must be mounted behind rear-end housing (Hibbing)
• Eliminate back panel (Hibbing)

Modifieds:

• Allow aluminum cross shaft on upper A arms (Buffalo River, Norman County)
• Allow 604 crate motor (Red Cedar, Electric City, Gallatin, Eagle Valley)
• Allow roller rocker arms on 0-410 cid (Princeton)
• Allow tubular lower A arms (KRA, AMSOIL)
• Allow Speedway Motors and All Star spoiler and support braces (KRA)
• Allow all four World Products Sportsman II part numbers as long as casting ID is 1-037, part numbers 11150, 11250 (KRA)
• Make chip rule same as Late Models (Hibbing)
• No oxygenated fuel allowed (Eagle Valley, Red Cedar)
• Clarify deck to mid-plate rule.; specify location of front deck bar in relation to mid-plate (Red Cedar)
• Allow a 7” spoiler

Late Models:

• Consider more engine options, such as Mod engine with wet sump, crate, aluminum with 1”_restrictor plate (Red Cedar)
